"I had challenges with the system taking NC for the state, proceeded with what I thought completed my ap. Then rec'd an email, followed up and no return email. Called and the rep told me I needed to complete ap, nothing he could do for me - no questions - "just needed to complete ap" I explained about previous attempts, etc. Went back to the system and it let me go farther than the first time - for third time."
